In some of the environments we have that are more restrictive, users are CONSTANTLY requesting access to stuff that they should know they aren't supposed to be able to get to, so we're given a decent amount of requests to allow stuff that we have no intention of allowing because it's blocked by design.

I'd like to propose there be options to items blocked by certain policies not allow for the blocked items to be reported, so if someone does need to report something, they're forced to submit tickets or call in, not sure what the best way to do it here would be, if by policy, or group that they're a part of where those user accounts part of X group are unable to report things.

Additionally, options where if items are explicitly blocked by a custom URL group, have the ability to enable some sort of setting within the tenant that takes away the report button for items explicitly blocked as well.
