Within a customer company, I would like to give an IT subordinate the ability to update specific Custom URL lists without having the ability to make any other administrative changes.

This company spans continents and while the IT leadership and administration is US based, there are many end users and lower level IT support based in Europe. The idea would be to allow the European based Helpdesk IT person assist a European based user at the time of request while the US Based senior IT remained asleep!
